Online complaints: Guardia Civil has updated its citizen service

by Karlee McGregor

La Guardia Civil has launched a new comprehensive online reporting system, (accessible since July 4th), which allows citizens to file complaints without having to physically visit a main office headquarters.

This initiative, promoted through the Electronic Headquarters, represents a further step in its commitment to bringing its services closer to citizens, especially in rural or sparsely populated areas, where traveling to an office can be more complicated.

With this new system, anyone will be able to file a complete and online complaint, using their digital certificate and the Cl@ve identification system . This eliminates the requirement of having to present the complaint in person at a police station, as was the case until now. The measure “is part of a sustained effort to improve citizen service through the use of new technologies and mobility solutions.”

In this first phase, the platform allows for five types of criminal complaints: damage, theft, vehicle theft, theft from inside vehicles, and fraudulent charges with a bank card or other electronic payment method.

Additionally, two administrative procedures related to the loss, misplacement, or location of documentation are enabled. The complaint will not be legally valid until it is formally reviewed and confirmed through the Electronic Office.

To manage these complaints, the Civil Guard has created the National Electronic Complaint Reception Office (ON-RED) , a service operating 24 hours a day, every day of the week, staffed by specialists from the Civil Guard. This office is physically located at the headquarters of the National Cybersecurity Institute (Incibe) in León.

Furthermore, the Civil Guard has announced the expansion of the appointment system to all its posts, a measure that had begun to be implemented progressively in 2021. From now on, all units in the country have this system, which allows citizens to book in-person assistance online to file complaints or carry out other non-urgent procedures. Appointments can be requested through the official portal www.guardiacivil.es , by phone, in person, or through the Cita Previa AGE app , available for Android and iOS devices.

This system has been designed to reduce waiting times, avoid crowds, and ensure a more organised environment. It also contributes to more efficient personnel management and faster service delivery.

However, its use is not recommended for crimes involving violence, intimidation, or cases in which the victim is an unemancipated minor or a person with an intellectual disability. It is also not applicable in cases where property has been broken into or when immediate intervention is needed by the La Guardia Civil.
