Spain has introduced new rules governing commercial and unsolicited telephone calls.
- Since 18th June 2026, a new 400 number range has been designated for commercial calls. Calls made using these numbers should therefore be identifiable as commercial calls.
- Companies cannot use ordinary mobile numbers for unsolicited commercial calls.
- The rules are intended to make commercial calls easier for consumers to identify and to help tackle nuisance and fraudulent calls.
- The changes do not mean that cold calls have been completely banned. Businesses can still make legitimate marketing calls where they have a lawful basis to do so.
- Your existing rights to object to marketing calls and to have your number protected from unwanted marketing still apply.
- The new rules also form part of wider measures being introduced in Spain to combat telephone and messaging fraud.
In simple terms: if you receive an unsolicited commercial call in Spain, the number used should increasingly make it clear that it is a commercial call, and companies have greater restrictions on the numbers they can use. It does not mean that all unwanted calls will automatically stop.
