Here is an update from Correos regarding deliveries and counter services. basically they are working at 22% of their workforce and as a result are operating a reduced service.
Correos only provides the mandatory public postal service with the minimum essential staff

Therefore, Correos only provides the compulsory public postal service , with the minimum necessary staff to guarantee it to all citizens and companies in Spain. To do this, it has reorganized its operations and has implemented new action protocols that ensure the continuity of public service, while protecting, as a priority , the health of its workers and their clients .
The result of these measures is that last week a daily average of 11,640 people worked in the Post Office (offices, delivery, logistics centers, the Barajas exchange office and administrative offices throughout Spain), which represents approximately 22% of the total workforce of the public postal company (53,041 employees).
The vast majority of the operations corresponded to services of necessity: mainly the sending of money by postal money order, which have experienced a growth of 7.32 percentage points with respect to the volume of money orders that were managed before the COVID crisis19) and packages between individuals (Blue package, national package of up to 20 Kgs.), both services framed within the Universal Postal Service.
The Post offices are opening from 09:30 to 12:30, from Monday to Friday, with the minimum essential staff to attend to citizens who need to use the public service.
All users are reminded to restrict their travel to post offices only for the really necessary procedures .
In distribution, only the strictly essential personnel are operational for the provision of the compulsory public postal service , the only service that is being developed. The afternoon shift and Saturday delivery have been suspended.
The operation has also been changed to eliminate contact between people. Collection of signatures on PDAs has been suspended.
All Correos activities are being developed following the instructions issued by the Ministry of Health , to preserve the health of workers and customers .
Correos wants to thank once again the responsibility of all its workers who are demonstrating day by day their commitment to the provision of the public postal service at these critical moments for Spanish society.
If necessary, Correos will adapt its operations again depending on the circumstances.
LETTERS R US TELL US:- “They are delivering to us, letters and cards and unregistered packets, every two days and are holding some packages at sorting centres. As expected, due to the lockdown, online orders have skyrocketed and Correos, with the reduced workforce, have taken this step in order to enable them to carry out their mandatory public postal service. Correos Express (who handle their urgent deliveries) are working as normal,as are (at this moment in time) the other couriers who make daily deliveries to us. I should also mention that Amazon is now using an alternative service to Correos.
